Yep, the harm done would only be in Bill's life. He's responsible for finding his OWN happiness with his OWN life as it is, and wishing ill on Tom only adds to Bill's misery.

I believe that, if you have negative thoughts about someone else, then it turns back on you.
I don't really believe that you can do harm to others by thoughts, only harm to yourself.
From what I understand according to LOA we do not have impact on someone else life. If Bill thinks negative thoughts he will only bring more negative things to his own life. If he is jealous he will only attract more of this type of negative feeli...
